SITUATION
Ministry of ICT Rwanda has launched an initiative to make data open whole of government as one of the key strategic project aa part of SMART Rwanda. Rwanda has set a strategic framework for attaining an innovation data-enabled industry for accelerated social economic development through opening data and fostering analytics
SOLUTIONS
Together with Ministry of ICT., Greatsands carried out deep dive diagnostics of all possible government data and developed a framework for data sets and meta data can be captured and developed data life cycle management processes and operating model
Sector specific open data outcomes for different applications including Agriculture, Industry , Weather etc. were mapped based on the meta data model that was built to implement open data.
SUCCESS
Technology roadmap along with business case for implementing open data identified along with key operating model and cross-cutting structures defined for effective implementation of open data program as part of the overall data revolution policy
